In a mixer jar, combine soaked Moong Dal, ginger, green chilies, cumin seeds, turmeric powder, salt, and a little water. Blend to a thick batter. |

Transfer the batter to a bowl. In another mixing bowl, mix paneer, finely chopped capsicum, carrot, onion, salt, and crushed black pepper for the stuffing. |

Heat a toaster and apply butter on it. Spread a thin layer of batter on the toaster. Add the prepared stuffing on the batter. Cover with another layer of batter. |
